A Government skills development work programme for 16-24 year olds, which lasts from 6 weeks to often less than 6-months, although in some cases this could be up to 12-months. There is no mandatory payment (wages) paid to an individual, but an employer is encouraged to pay the travel etc. expenses of an individual.
