This was applied in England, Northern Ireland and Wales (2001 – 2008) and was known as the NQF.

It originally consisted of 6 qualification levels (Entry Level, plus Levels 1 to 5), but in 2004 this was reformed so that from January 2006 it was expanded to 9 levels (Entry Level, plus Levels 1 to 8) from which qualifications were awarded. It was replaced by the QCF.
