In 2005 ‘The UK Government Sustainable Development Strategy’ was published. Five core guiding principles were identified that would from the basis for policy decisions: The 5 principles were:
• Living within environmental limits: Respecting the planet’s limits.
• Ensuring a strong, healthy and just society: Promoting equality and cohesiveness.
• Achieving a sustainable economy: Providing opportunities for all.
• Promoting good governance: Encouraging active engagement.
• Using sound science responsibly: Combined evidence and precautionary approach.

The consultation process for the framework identified four areas for priority (UK) actions, including:
1. Sustainable consumption and production: Improving efficiency and reviewing lifecycle product and service impacts.
2. Climate change and energy: Address challenges and adapt and mitigate to reduce harmful impacts.
3. Natural resource protection and environmental enhancement: Live within environmental limits and provide a resilient and enduring environment.
4. Sustainable communities: Promote active participation and delegate more decision making, where applicable, to local communities.
