A theory in which complex problems are solved by a team through investigation, analysis, implementation of possible solutions, reflection on action taken, and improving on the outcome, with an individual acting as a facilitator for the process.

The desire and commitment to effective learning underpins this theory, with the formula L = P + Q being described by its originator (Reginald Revans): L being Learning, P is programmed knowledge and Q is questioning (e.g. Why? Where? When? How? What?).

There is sometimes an extension to the formula with an R, for Reflection, being added.
