A common reference framework for qualifications that was established in 2008 (being updated in 2017), with the UK no longer being part of it from 2021, following Brexit.

It consists of eight levels, is described by learning outcomes and allows comparisons to be made between different qualifications offered by different countries.

Descriptors defining levels in the European Qualifications Framework (EQF) are given in Annex II of the European Council Recommendation (2017/C 189/03) on the European Qualifications Framework for lifelong learning.

In the context of the EQF:

knowledge is described as theoretical and/or factual.
skills are described as cognitive (involving the use of logical, intuitive and creative thinking) and practical (involving manual dexterity and the use of methods, materials, tools and instruments).
responsibility and autonomy are described as the ability of the learner to apply knowledge and skills autonomously and with responsibility.
