These are the intentions of a training course, qualification, module, unit, or lesson, written in specific terms.

They describe what a learner should know, understand, or be able to do at the end of that programme of study.

They are written to reflect the knowledge and skill level that the learning process is aiming to achieve and would most likely be based on Level Descriptors.

For example, a basic introductory level would be level 1, whilst a more technically advanced one would typically be level 3, or higher.

One or more assessment, or learning, criteria will be associated with each learning outcome.
