Directly Employed Labour

A term used primarily in the late 1980s and early 1990s to describe employees of a local authority used for grounds maintenance or other work, especially where tenders had been successfully won by the local authority.

This term was often used to distinguish local authority staff with those of an external contractor who may have won a local authority tender. The term primarily arose due to the requirements of the Local Government Act 1988.
