A term used primarily in the 1990s to describe a local authority department involved with the delivery of a contracted service, such as grounds maintenance work.

The term was frequently referred to by its acronym of DSO.

The DSO would be contrasted with that of a private contractor when tendering for a particular contract.

The term primarily arose due to the requirements of the Local Government Act 1988.
