These qualifications were introduced in 1986, being a competence-based qualification consisting of a range of practical skills activities as well as knowledge requirements.

The first Amenity Horticulture NVQs, at Level 1 and Level 2 were made available in September 1992.

The Level 1 consisted of 5 units, whilst the Level 2 consisted of 6 core units, and the taking of one of any 4 optional routes, with either 1 or 2 units in the chosen route.
