An individual who has a substantive and deep knowledge base of their profession.

This means that the person must have been employed within the industry and will have gained many years of experience, along with relevant qualifications, and can initiate independent thought and insight into industry issues.

Amateurs or volunteers cannot, therefore, by definition be experts, because they are not (employed) members of the profession, however, they can be a specialist.
