The use of resources to produce a desired outcome.

This is a results-driven outcome that measures success on whether the goal has been achieved.

An outcome might be effective, having been successful in what was required, yet it doesn’t indicate if it was achieved efficiently or inefficiently.

Efficiency is a crucial factor that needs to be considered as the companion to effectiveness if good management practices are to be practiced.

Within grounds management the use of performance standards helps to determine the effectiveness of sports pitch provision, however, they do not help with the efficient use of resources unless efficiency is an explicit consideration and measurement, which might, for example, be expressed within a contractual basis that limits the quantity of resources available in achieving the desired outcomes.
